Well, I'd say he's probably done for, sadly. Sounds like what happened to my sister's laptop last month- a virus got in and totally destroyed the C Partition to the point where it cannot be recovered. I'd say she's lucky because she took my advice and saved all her work into a USB hard disk (her laptop's hard disk is so small it can only have one partition).
And sadly, she didn't learn. She disabled all the protection I put on her laptop and went back to her irresponsible e-mail opening again

Then burn the CD and restart your brother's laptop from it.

If it says that the partition is not recognized, run Testdisk and see if it can repair the partition. I cannot help you from here because I've never really used it before. If it still doesn't work, then sorry, the partition is destroyed
I could have run Testdisk on her computer, but since it took so long and she said she has all her stuff backed up on USB hard disk, I wrote it off as data gone.
